I will be 65 in 2011. I am low income. I receive a supplement from the state of AR that pays for my medicare premium at present. What is the cheapest alternative to get a Medicare supplement?

I am 73 yrs old and still work with the State of Tennessee. I plan on retiring June 2012. I need to have Medicare before I can retire. Can I apply for Medicare now? I will get supplement insurance through the State.
